WorkBench - Host 'brazil.local' is not allowed to connect to this MySQL server (2 replies)

This same WorkBench can connect to 5.1 on another Ubuntu server. This 5.5 versionl will not allow it. However, I have complete access on shell account of this server. I have looked at 'user' table and see nothing wrong. My.cnf has 'bind-address = 0.0.0.0'

I ran Wireshark to trace traffice on port 3306. WorkBench is communicating with server. I can see the error reply in the dump/trace.

Why is MySQL 5.5 rejecting external connections?
